Democratic Congress?

I am still confused as to this Democratic Congress everyone is talking about. Did I miss something? How is 49 Democrats and 49 Republicans + 2 Independents in the Senate - a Democratic Congress? Please explain.. Or are you just referring to FOXs misguided attempt to blame our current economic depression on the Democrats?
