Man faces multiple charges
A man was arrested Friday on separate warrants for having drug contraband on two consecutive days last month in Butler.
City police said when they arrested Richard A. Stepp Jr., 40, of Butler, he again had drugs and other contraband on him.
Stepp was initially picked up for public intoxication about 6:50 a.m. April 28 after police said they got a call for a man believed to be on drugs at an apartment building on the 200 block of North Main Street.
The defendant admitted he had used heroin the previous night, according to charging documents, and officers found him with a crack pipe in one of his pants pockets.
The next day shortly after 4 a.m., police got a call for an intoxicated man in the rear parking lot of the same building. They said they found Stepp slumped over on a set of steps.
A search, police said, turned up two stamp bags of suspected heroin, and three empty stamp bags.
“Stepp made an unsolicited statement that he had consumed heroin within the last 5 hours, before the incident,” documents said.
Police charged him with possession of drug paraphernalia and public drunkenness in the first incident, and possession of a controlled substance and drug paraphernalia, and public drunkenness in the second incident.
Those charges were sent out by summons in the mail. But when the address proved to be incorrect, police obtained arrest warrants for the defendant.
Officers arrested him on the warrants about 10:20 p.m. Friday when they saw him walking in the area of Broad and Jefferson streets. Police said he was found with suspected crack cocaine and a crack pipe.
On Saturday, District Judge Kevin O'Donnell arraigned him on charges in the warrants. He was later released on his own recognizance.
Police did not immediately charge Stepp for what they allegedly found him with Friday.
