SLIPPERY ROCK — A borough woman was arrested Wednesday after police say her 5-year-old daughter was found wandering unsupervised outside the family's home.

Morgan M. Miller, 23, is charged with a felony count of child endangerment.

A call about 8:15 a.m. for a young child wearing only pink pants running near Grove City Road sent Slippery Rock police to the Madison Grove Apartments, according to court documents.

Two neighbors told police they first saw the girl outside about 7:45 a.m. and assumed someone was with her. But as they were driving out of the apartment complex about 25 minutes later, they again saw the child with no one around.

The girl was reportedly close to the well-traveled road that has a posted 55 mph speed limit. Police also noted the temperature was 51 degrees and the child was wearing no shirt, shoes or socks.

An officer found where the child lived. The door was open, police said, and the apartment was “filthy.”

The officer yelled for anyone inside, and Miller came out of the upstairs bedroom. She was unaware that her daughter had gone outside.

“(The defendant) states that (the girl) is a runner,” documents said, “and (Miller) had to install a chain lock high up on the front door to prevent (the girl) from getting out.”

But Miller acknowledged that her daughter “is able to stand up on the back of the couch,” according to a police affidavit, “and undo the chain.”

Police said they notified the Butler County Children and Youth Services agency and filed a ChildLine report about the incident.

Miller remains free on $10,000 unsecured bail while awaiting her preliminary hearing June 13.

Online court records did not indicate if she has an attorney, and she could not be reached for comment.
