Police: Man had hands around throat

Another allegedly assaulted woman

Butler police say they saw a city man with his hands on a woman's throat Sunday night after they were called for an altercation at a home on Hallstein Street.

Another woman also was seen allegedly assaulting the victim, who was bleeding from a head wound, police said.

James L. Musser III, 38, and Cara M. Lutz, 37, both of Butler were arrested and charged with felony assault. Both are being held in the Butler County Prison.

Police said they were called about 10:20 p.m. to the home and found Musser and Lutz assaulting the 36-year-old victim, of Butler, who was on her back.

“(Musser's) hands (were) on or around the throat of the female on the ground,” according to Patrolman Ryan Doctor's affidavit.

The officer noted that the victim was bleeding from the back of her head and her hair was “matted with blood,” and she had red marks around her throat. She was complaining of head and neck pain.

The victim told police that Lutz punched her and forced her to the ground, and Musser kicked her in the neck of the head and choked her, documents said.

A search of Musser following his arrest, police said, turned up a suspected crack pipe.

District Judge William Fullerton arraigned Musser and Lutz on felony charges of aggravated assault and conspiracy to commit aggravated assault.

Additionally, Musser was arraigned on misdemeanor charges of strangulation and possession of drug paraphernalia. He and Lutz were placed in the county prison in lieu of $15,000 bond and $10,000 bond, respectively.

Online court records did not list an attorney for either defendant.
