Inspection of rental properties good move for Butler

The Butler City Council is to be commended for taking steps to implement an inspection program for rental properties.

We’re surprised that the city doesn’t already have one.

Such a program has been discussed, proposed and drafted by previous councils over the past 15-plus years, but never enacted.

A rental property inspection program would help to ensure that all renters have safe housing, and would require landlords to properly maintain their properties.

Routine inspections likely would benefit both landlords and tenants.

Rental units that pass a city inspection could increase property values for landlords and neighbors alike.

Tenants would benefit knowing they have a safe structure to live in and be assured their home or apartment is structurally sound, with electric, gas and water services up to code. And landlords with a good inspection rating might be able to more easily attract new tenants.

During Monday’s City Council meeting, it was suggested that the inspections not be made mandatory.

We disagree.

If inspections were merely voluntary, some landlords would likely opt out. All landlords should be responsible for making their units safe, secure and livable for their tenants.

Council members said they were receptive to the idea of holding a public hearing with landlords and tenants to discuss such a program. We think such a meeting would be productive.

Councilman Jeff Smith summed it up best during Monday’s council meeting: “Everybody deserves a decent place to live. If we don’t do anything, who will?”
