In the article “Mail-in ballot requests pour in,” (May 12), voting by mail-in ballot was approved by the state legislature in Act 77 and signed in 2019 by Gov. Tom Wolf. Act 12 of 2020 moved the primary in response to the COVID-19 pandemic. Wolf encouraged voters to use the mail-in ballot option and sent out 4.2 million

postcards to primary voters as part of an awareness campaign in late April.
