Officer cited for harassing boy

A state trooper from Butler who is stationed at the Kittanning barracks has been suspended without pay after being cited with a summary charge of harassment for allegedly shoving a 16-year-old boy in Armstrong County in June.

Trooper Nickolas Robert Elliott, 30, of Butler was suspended after being cited Thursday by the state police's Bureau of Integrity and Professional Standards, Internal Affairs Division in Pittsburgh, according to state police.

On June 27 just before 6 a.m., Elliott allegedly shoved or otherwise subjected the victim to physical contact when he pushed the victim from behind and later subjected him to physical contact that served no legitimate purpose when the victim was seated in a vehicle, according to the citation filed by state police Sgt. Jason Swope at Magisterial District Judge James H. Owen's office in Kittanning.

The alleged incident took place on Parkview Extension Drive, a road to the Troop D Kittanning barracks off of Parkview Drive in East Franklin Township.

Elliott, who is assigned to the barrack's patrol section, pleaded not guilty. A summary trial has not been scheduled.

“The charge is based on an allegation of unwarranted use of force. PSP does not tolerate such action in any situation and takes these allegations seriously,” state police said in a news release.

Elliott enlisted in the state police in October 2016 and graduated as a member of the 148th cadet class. He has been suspended without pay pending resolution of the criminal charge against him, police said.
