Transit Authority meets most PennDOT standards
The Butler Transit Authority’s performance standards numbers for its 2016-17 fiscal year are mostly positive.
Under Pennsylvania’s Act 44, state agencies are required to follow a set of performance standards. The 2016-17 fiscal year marks the first year the authority is following standards set by PennDOT, based on a study of the authority’s services done by PennDOT.
The authority’s standards are to have at least 13.42 passengers per hour, keep the cost of operation at no more than $126.68 per hour, make $13.35 per hour, and keep the authority’s cost per passenger at $9.44.
The authority met its standards in passengers per hour, cost of operation and cost per passenger, while failing to meet its standards in revenue.
From October through December, the authority had 13.45 passengers per hour and operated at a cost of $119.63 per hour, while the cost per passenger to the authority was $8.89.
The authority fell short with revenue, making $12.30 per hour. Authority executive director John Paul said the only way to remedy that is to raise fare costs.
“Our advertising revenue cannot make up that amount,” he said.
In all, Paul is pleased with the authority’s performance.
“I think the transit authority is doing fine,” he said.
Paul said the authority has three more years with this set of standards before a new set is doled out to the authority based on their numbers during the current performance standards review.
