You may want to consider calling the Pa. Department of Education and/or Parent Education Network. You can find this online or simply call the school district for the phone number. You might have a few days wait for a return phone call, but these organizations are truly there to help students and family deal through issues. And as Lee mentioned, maybe Erie is not such a bad place at the present time for your daughter.
