Dr McNerney patient records

I know a few people who were patients of Dr McNerney. Since closing his office they have been unable to locate their medical records. They have sent the request forms to his office, but have yet to get their records. There is a lot of important information about their personal history that their new doctors could use. Does anybody have any information on how to retrieve these?
