Who is responsible for BASA's expenditures? They just gave a $1.4 million contract to stop raw sewage overflows...? They admitted their stacks aren't tall enough - that mistake will cost millions to fix. Who do they think they are.. Congress? Is there no oversight or can they just keep spending our money to fix their mistakes?
