While I am not privy to the details (truly, none of us are, as the Sunshine Law does not extend to personnel issues), it seems inappropriate to me that a city employee is being given what amounts to a pass on the taxpayers dime. His reckless actions damaged taxpayer property x2 (both a police car and salt truck were damaged) and shorted the manpower pool in a city department already over-extended at this time of the year due to snowfall, freezing rain, and the resultant poor condition of the streets. Taxpayers pay for all repairs and deal with the uncleared streets because of this. He risked lives and property by driving under the influence, not in his free time in a Yugo, but during working hours in a salt truck on Institute Hill where the paths for vehicles to pass are tight. His triple the limit blood alcohol level boggles the mind--most of us cannot reach that level and locate our shoes, even if we are wearing them. His ability to navigate a truck at that high level is extremely suspect. Either he has had practice, or God is surely his co-pilot. And would the council be as willing to allow him to return to work with counseling completed (who pays for that?) and checks before his shift (is that by the police we pay for as taxpayers?) and every four hours during his shift (will that also be at our expense to run the levels by the police we pay for while he is on the clock?) if one of our officers, neighbors, or children had been caught under the shovel of that truck? Is a message we want to send as taxpayers and parents and teachers (because heaven knows our government seems to be sending it with their recent bailouts) that it is okay to screw up, we'll pick you up and dust you off? Hard as it is, as a parent, I have stopped that with my child, who has to learn that mistakes are great learning tools and not to be performed with great abandon at the expense of others. I still have scars from my own, and try very hard to not make a repeat performance because of the sting. I don't know Mr. Rosen, and I am sorry if there is strife or a problem that caused him to make this error. But his error could have been deadly, and the treatment of it by the city council sets a poor precedent.
