PHILADELPHIA — Philadelphia police have arrested a man in the slaying of an off-duty police officer following release of surveillance video and a burgeoning reward fund.

Police call the man taken into custody Wednesday afternoon in southwest Philadelphia a “person of interest.”

No charges were immediately filed, but officials said they believe the man is the person who gunned down Officer Moses Walker Jr. as he walked along a north Philadelphia street in civilian attire after finishing his shift early Saturday morning.

HARRISBURG — Pennsylvania's state government is agreeing to make a number of changes to settle a lawsuit alleging it was flouting federal laws requiring public assistance agencies to ensure clients have opportunities to register to vote.A joint noticed of settlement, filed Wednesday in Philadelphia federal court, settles a lawsuit filed last month by Action United and the Black Political Empowerment Project.In the settlement, caseworkers must make voter registration applications available as part of their interactions with people on public assistance, unless that person specifically refuses one.

CALIFORNIA — The fired president of California (Pa.) University has sued in Commonwealth Court saying the State System of Higher Education violated the Sunshine Act, or state open meetings law.The SSHE Board of Governors fired Angelo Armenti Jr. on May 16, at which time Armenti says he was told his firing was not for cause. That meant he'd be paid for two years remaining on his contract, though Armenti says state officials threatened to fire him for cause if he sued.The board then ratified that decision at a May 25 meeting, which Armenti claims wasn't properly advertised. The board told him the firing was “for cause” which meant he was entitled to only six month's pay.

HARRISBURG — The Democratic candidate for state attorney general says the Corbett administration is “playing politics” to impede a federal inquiry into Pennsylvania's voter ID law.Kathleen Kane said Wednesday that Republican Gov. Tom Corbett and the attorney general's office should turn over all information requested by the U.S. Justice Department.Last week, Corbett's general counsel refused to provide documents that the federal agency requested and said it was overstepping its authority.

HARRISBURG — A three-term Democratic state representative from the Lehigh Valley announced Wednesday that he is abandoning his re-election bid, a week after he was charged with drunken driving and assaulting his wife.Rep. Joe Brennan said in statement that he would remain in office through November.“I truly regret the entire situation,” he said. “I understand the public’s interest in this because of the office I hold, but I hope that people will balance that with my family’s need for privacy during a painful and difficult time.”
