PITTSBURGH — A Pittsburgh city councilman wants to ban Marcellus Shale drilling in the city.

Councilman Doug Shields said Monday he will introduce legislation to ban such drilling in Pittsburgh. Shields said Pittsburgh's Community Protection from Natural Gas Extraction Ordinance would be introduced today.

Shields said the purpose of the legislation is to protect the community from polluted rivers and other hazards many have attributed to Marcellus Shale drilling in other parts of the state. Shields said he wants to retain the city's "right to local self-government."

Worries bump up oil prices in Europe

Oil prices edged up for the first time in five days today as rallying stock markets in Europe and a weaker dollar masked concerns of a slowing global economic recovery that could dent demand for fuel.

By early afternoon in Europe, benchmark crude for September delivery was up 72 cents to $75.96 a barrel in electronic trading on the New York Mercantile Exchange. The contract fell 15 cents to settle at $75.24 a barrel on Monday. Oil has dropped from above $81 a barrel early last week amid resurgent fears the world economy may not grow as much as expected in the second half.

NEW YORK — Wal-Mart reported a 3.6 percent increase in second-quarter net income and raised its earnings guidance for the full year as it benefits from cost-cutting and robust global growth in China, Brazil and Mexico.But a closely watched measure of revenue at its U.S. stores, dragged down by its namesake discount division, fell more than expected as its main customers have felt the biggest impact of the economy's woes.The discounter said today it had net income of $3.59 billion, or 97 cents per share, for the period ended July 31. That compares with $3.47 billion, or 89 cents per share, a year ago.
