Again, your post makes no sense. Why would bin Laden care if Biden was incompetent? He would be happy then, right? Biden was actually the best candidate based on his foreign affairs credentials. That's why Obama picked him - because he lacked experience in that area. Biden sometimes says things off the cuff and that's why he didn't make #1. What foreign relations experience does Toomey have?

In case you haven't noticed, nothing is getting done in Washington at all. The Republican House is voting on the most ridiculous things ever and Democratic Senate is shooting them down. There is no compromise. It really has nothing to do with the President since nothing hits his desk. Or maybe you don't understand how it works. Bills have to pass both houses before the President has a chance to sign or veto them.
