You claim the Allegheny County drink tax didn't work. There's a good reason. Quite a large number of bars collected the tax but never forwaded the money to the county. Google Allegheny County drink tax delinquents and see that some owe for four years. I know of one establishment that owed over one hundred thousand and he was shut down. Reopened a few days later after paying up.
