An Allegheny County ambulance service executive from Mars will challenge charges filed by Adams Township police alleging she had fraudulent display documents in her vehicle.

Strealy Duncan Clark, 37, was charged July 16 and 17 with misdemeanor possession of fraudulent display documents stemming from traffic stops on March 31 and April 23. Clark was charged for each incident due to the vehicle being in her name.

Display documents include inspection stickers, titles, vehicle registration cards, license plates, or driver’s licenses.

Clark said she plans to fight the charges in court.

Clark’s 16-year-old daughter was driving the vehicle without her mother during both traffic stops, police said. The March 31 traffic stop took place near the intersection of Pittsburgh Street and Gilkey Drive in Adams Township. She was stopped for suspended vehicle documentation.

At the traffic stop, police said Clark’s daughter provided an Erie Insurance card showing an effective coverage period from March 2 to June 2. Police also noted the vehicle’s registration expired the day of the traffic stop.

Clark alleged she had active insurance through The General at the time of the traffic stop. She was overseas on military deployment during the incident and emailed a copy of the insurance card to her daughter, but her daughter accidentally provided police the expired one, Clark said.

Clark’s daughter was stopped again more than three weeks later near the intersection of Adams Ridge Boulevard and Brookshire Drive for the same reason. She again provided the same expired insurance card.

Police then contacted Erie Insurance and found the policy had expired March 2, 2023. Police also said the insurance card they were given did not match the company’s correct template.

After the second incident, Clark said she drove to the police station with her daughter to show police a digital copy of the active insurance policy. She alleged police did not accept the valid insurance card and threatened to arrest her daughter.

Clark’s preliminary hearings are scheduled for 9 a.m. Aug. 12 before District Judge Amy Marcinkiewicz.
