Judge reverses dismissal of charges against former Knoch teacher

The dismissal of charges against a former Knoch School District teacher accused of assaulting a student was reversed Thursday, May 28.

Carly Ann Miller, 36, of Allison Park, had charges for misdemeanor assault and summary harassment reinstated after Common Pleas Judge Joseph Kubit vacated a previous April 30 order for dismissal.

Miller was the second- and third-grade learning support teacher at Knoch Primary School in Jefferson Township. She was charged following a November 2024 incident. Police said she struck an 8-year-old student who has autism.

Police also said they received an email in December 2024 from Knoch superintendent David Foley, including screenshots of text messages where Miller threatened to kick the student and called the student profanities.

Foley previously said Miller was placed on leave immediately following the incident. She was terminated in March 2025.

When arguing for dismissal of the charge, Miller’s attorney, Steven Valsamidis, argued the incident did not rise to breaking the law. He said a video was played in court that showed the majority of the incident and it showed Miller executing her training for working with special needs children after the child bit her. Her annual training was up to date at the time of the incident.
