Police say man attempts to hit WPXI staff with vehicle

Police say the father of a former Penn Christian Academy teacher who faces indecent assault charges related to his time at an Allegheny County school was charged after an altercation with media following his son's preliminary hearing.

Harold Franklin Dicer, 77, of Pittsburgh, was charged Thursday, Feb. 19, by Harmar Township police in Allegheny County with one misdemeanor count each of simple assault, disorderly conduct and harassment.

The charges stem from an altercation with WPXI staff after the Wednesday preliminary hearing for his son, Sean Dicer.

Police said they received a call Wednesday from WPXI. The caller reported a news anchor and camera operator were in the corner of the parking lot at District Judge Michael Girardi’s office when Harold Dicer attempted to strike them with his vehicle.

Police said the two were trying to get a statement from Sean Dicer when Harold Dicer accelerated his 2025 Buick SUV toward them.

The camera operator provided video to police that showed Dicer turn his vehicle toward WPXI staff. He accelerated past the anchor and toward the camera operator. Police said the camera operator was forced to back up to avoid being struck.

Police said there were no exits from the parking lot near where WPXI staff were standing. Dicer had to stop the vehicle and turn around to exit. The news anchor also reported Dicer used profane language toward her.

Harold Dicer attended the preliminary hearing for his son, who faces charges in two separate cases.

In the first case, Sean Dicer is charged with two felony counts of unlawful contact with minors and one felony count each of indecent assault and child endangerment, along with misdemeanor corruption of minors.

In the second case, he faces three felony counts of corruption of minors; two felony counts each of sexual extortion, sexual contact with a student and unlawful contact with a minor; and one felony count each of involuntary deviate sexual intercourse and indecent assault; along with an additional misdemeanor corruption of minors count.

The charges are related to alleged incidents that occurred while Sean Dicer taught in the Highlands School District.

Harold Dicer’s preliminary hearing has not yet been scheduled.
