Former Penn Christian Academy teacher charged with indecent assault previously accused in other incidents

A former Penn Christian Academy teacher, already charged with indecent assault involving students at an Allegheny County school, now faces additional charges in similar alleged incidents.

Sean M. Dicer, 53, of Brackenridge, was charged Tuesday, Jan. 13, by Allegheny County police with two felony counts of unlawful contact with a minor, one felony count each of indecent assault and child endangerment and misdemeanor corruption of minors after a third male former student came forward Dec. 5.

The now-28-year-old man told police the incidents began when he was in fifth grade in 2007 at Fairmont Elementary School, which is now Highlands Early Childhood Center. Dicer was a teacher there at the time.

The man alleged a fourth student was also assaulted by Dicer at the same time, but the former student has since died, police said.

Police said the man explained Dicer had a rewards program called “BD Bucks” where he gave out fake currency for classroom chores and good performance. He recalled four instances where Dicer reportedly assaulted him.

In one incident, the man told police he and the deceased former student were in the school’s gymnasium when Dicer asked them to get the BD Bucks cash box from his classroom.

The man told police Dicer came into the classroom behind them and said he forgot something. Police said Dicer then asked the students if he could take a photo of the boys, and then a second photo of the boys hugging, and they agreed.

A month or two later, police said Dicer asked the boys to get the cash box again and followed them into the room. Police said he asked the boys if he could take another photo of them with their shirts pulled up. Police said at least one boy said they did not want to participate, but Dicer offered them BD Bucks, and they complied.

In another incident, Dicer allegedly followed the two boys into a classroom after asking them to retrieve a cash box and then requested that one of them pull down his pants. Police said the student agreed after being offered BD Bucks. One student was also asked to inappropriately touch the other.

In another incident, police said Dicer followed them into the classroom and touched one of the students inappropriately. Dicer allegedly gave the student $20 after. He would allegedly give the student $300 for sexual contact over the next two years.

Dicer is being held in the Allegheny County Jail without bail. Dicer is labeled as a danger to his accusers, according to court documents. His preliminary hearing for the new charges has not yet been scheduled.

He was previously charged by the Allegheny County police on Dec. 4, with sexually assaulting the boys, now 16 years old, beginning when they were 11 or 12 years old.

The investigations do not involve any Penn Christian Academy students or school activities, said Wendi Caldwell, head of school, on behalf of academy leadership. The assault occurred when Dicer was employed by Highlands School District.

Dicer was hired at Penn Christian Academy Nov. 11, 2024, and was terminated Nov. 10, 2025, three days after the district became aware of the accusations.
