Mixed development proposed

It would be near Westinghouse HQ

CRANBERRY TWP — A development plan that would include a mix of residential, office and retail buildings could be built alongside the new Westinghouse Electric Co. headquarters.

The mix is known as a traditional neighborhood development.

Township supervisors viewed conceptual plans Thursday for the Village at Cranberry Woods, which could be built between the Westinghouse site and "restaurant row" on Route 228.

The plans were unveiled at a public hearing on the request of FRA Development Associates and SSC Tool and Supply to rezone several properties along Route 228, Franklin Road, Knockout Road and Cranberry Woods Drive to provide for the traditional neighborhood development.

The parcels being rezoned involve four zoning classifications for both residential and commercial development. Those zones would remain, but an overlay district would give the property owner additional development options.

A traditional neighborhood development allows civic buildings and commercial establishments to be built within walking distance of private homes.

Traditional neighborhood developments are usually served by a network of paths, streets and lanes. This provides residents the option of walking, biking or driving to places in their neighborhood.

Township supervisors are expected to vote on the new overlay district Nov. 6.

Developer Don Rodgers of FRA presented a conceptual plan for the project but said no specific uses have been identified for the nearly 60-acre property, except for two hotels.

Rodgers also is working on a traditional neighborhood development called Park Place that would be near Graham Park off Rochester and Powell roads.

Architect Andy Sullivan, who is working with FRA, said the plan for the Village at Cranberry Woods includes different kinds of housing and stores, as well as several parking garages, a central plaza that would include decorative fountains and a multiuse public area surrounded by a movie theater, coffeehouse, restaurants and offices.

The development would have access to both Route 228 and Knockout Drive, which would be extended to Franklin Road. It could include an ornate welcome sign at the township's first roundabout, which is being built on Knockout Drive at one of the new entrances to the Westinghouse headquarters campus.

Supervisors said they liked concept.

Now the developers must determine if the project makes sense financially.

If so, a land development plan could be submitted if the rezoning is approved in November.

"This is a conceptual plan right now. All we have right now are the two hotels. The rest is just a dream," Rodgers said.

Westinghouse's 82-acre site is inside the Cranberry Woods office park, near the intersection of Interstate 79 and Route 228.

Construction of the three-building, 782,000-square-foot headquarters is ongoing, with employees expected to begin moving in next year. The entire facility should be completed by 2010.
