City officials set to discuss garage financing Monday
City officials will have a meeting Monday night to iron out details of a proposed financing plan for a new 225-space parking garage downtown.
It will be at 6:30 p.m. at the city building.
The parking garage would be part of the Centre City project, which will bring a Marriott Springhill Suites hotel and a new Rite Aid pharmacy downtown.
Jeff Schmitz, the owner of J.S. Capitol Construction, the developer of the Centre City project, and Art Cordwell, the director of the city redevelopment authority, urged council at its meeting Tuesday to support a bond issue through PNC Bank for the garage.
But council members said they needed to see more definitive numbers on how much the garage would cost before a vote could be taken.
Councilwoman Kathy Kline specifically wanted to know what the bond’s interest rate would be.
Cordwell estimated the cost of the garage to be about $15,000 to $18,000 per space, with a roughly $4.5 million maximum price. The city is looking to pay for that with an estimated 25-year bond issue.
Council wants to make sure the city will be able to afford the debt service for the project.
Council decided that another meeting with all the major parties involved is needed to discuss the terms of a bond issue.
Representatives from PNC Bank, J.S. Capitol Construction, and the city’s redevelopment authority are all expected to meet with council Monday.
Councilman Richard Schontz Jr. said a vote to approve the bond could happen at the meeting since it will be open to the public. It would take two public readings of the bond before final approval could be given.
