Zelie seeks $1M state grant

It would be used toward new pool

ZELIENOPLE — Borough officials hope that the state will award the borough $1 million, which is about half the estimated cost for a new pool.

Borough council voted Monday night to give support and potentially to provide matching funds for a state grant for the Community Park.

The borough will request $1 million this year, and if awarded the full amount, it would need to provide the same amount in matching funds. The total estimated cost for the project is about $2.1 million.

Greg Cowell, representing the Community Parks Association, said the application is not a commitment to spend any money.

If awarded, the borough would not need to provide the matching funds until the project was ready for construction, which likely would be in three or four years. It also could opt to only match part of the grant.

“This is a paper transaction. This is not money you have to come up with today,” Cowell said.

The project would include replacing the pool, which was built in 1957 and is not expected to be viable to use much longer. It also includes renovating the bathhouse, improving the pool’s surrounding green-space and doing work to a nearby streambed to prevent flooding and to help manage stormwater runoff.

Cowell said members of the park board met with a state official who indicated that the project had a good chance at getting an award.

“We were told that our project is being looked at very favorably this year and that we should ask for the maximum we think we need to do the project,” he said.

Council member Mary Hess said she hopes fundraising and business sponsorships will cover a considerable part of the potential matching funds.

She made the motion to approve the application adding “with the understanding that the park will do everything in its power to raise considerable amount of money, if not half the money, for this match.”
