The Harmony Borough council on Tuesday:• Announced the borough received a $20,000 grant from Butler County to install stormwater drains on Mercer Street. With a similar $20,000 grant received last year, the funding for the project is now $40,000.• Asked the solicitor to draft two ordinances. One would define the differences between a parking lot and a storage lot, and the other would allow residents to operate a home-based business in the C-2 commercial district without appearing before the zoning hearing board.• Announced that an electronic traffic study done by Zelienople police in April found that 37,000 vehicles use Mercer Street each week and their average speed is 29 mph.• Asked the solicitor to prepare an amendment to the borough's flood planning ordinance. A developer is currently allowed to build if building raises the flood plain one foot or less. The amendment would restrict the flood plain impact to 1.5 inches or less. The borough solicitor has to research whether this amendment would apply to the current Creekside Manor housing plan, which residents are concerned will raise the flood plain.
The Saxonburg borough council on Wednesday:• Authorized Mayor Brian Antoszyk to hire two part-time police officers each at a rate not to exceed $10.50 an hour. The police department has two full-time and three part-time officers.• Discussed using the tanks from the former sewage treatment plant off Dinnerbell Road for stormwater collection with the hopes of offsetting flooding problems in the borough. Council president Bill Gillespie suggested an alternative might be using the land for a retention pond.• Set a public hearing for 6:30 p.m. June 6, prior to the council meeting. The topic of the hearing will be to discuss altering the zoning ordinance that requires notifying all residents living within 400 feet of a pending zoning change. The altered regulation would require notifying just those living inside the affected area.
