Ethics panel not perfect

The Pennsylvania State Ethics Commission does not supply, to people it is prosecuting, a copy of the complaint filed against them or the name of the complainant.

A hearing on a prosecution goes to a hearing officer employed by the commission and then to the full board of the commission for a decision.

The investigators for the commission regularly take depositions or statements from witnesses without notice to individuals being prosecuted or given opportunity to be present when witnesses are being interrogated. Witnesses often are browbeaten and, in one case, a witness was called a liar by the investigator.

That witness was a preacher.

The Ethics Commission could not even remotely be said to meet a due-process requirement.

Does anyone remember hearing about the Ethics Commission prosecuting any of the big players in Harrisburg? In cases involving millions of dollars, I do not remember hearing of Ethics Commission efforts to recover funds for Pennsylvania taxpayers.

The commission must find it easier to prosecute the little guy — a township supervisor not even making minimum wage.

And what did Connoquenessing Township Supervisor Jack Kaltenbaugh do? Did the Honda dealership obtain any advantage to which it was not entitled? Was Kaltenbaugh company employment contingent on favorable treatment before the township?

The record does not claim this.

The Butler Eagle was an aggressive antagonist toward Connoquenessing Township and some of the supervisors. It is suspected that an Eagle operative worked closely with the complaining party.

After being an antagonist, the Eagle now is trying to masquerade as responsible journalism.

An Eagle editorial called for Kaltenbaugh’s resignation. The person who should resign is the editorial writer.
