Police Reports

The following items were collected from various police departments and district courts:

State Police, Butler

Jan. 3 — Jessica Joelin Frishkorn, 31, of Slippery Rock, was charged with misdemeanor DUI related to a Dec. 15 traffic stop in Butler. Police said Frishkorn showed signs of impairment during field sobriety tests. Police said she had a breath alcohol concentration of 0.168%. The legal limit in Pennsylvania is 0.08%.

Jan. 6 — David Lee Herold, 40, of Petrolia, was charged with misdemeanor DUI related to a Dec. 30 single-vehicle crash on Branchton Road, Cherry Township. Police said they found Herold’s vehicle had left the road and hit a tree. Police said they found a syringe in the front seat of the vehicle. Herold refused a chemical blood test and said he used suspected fentanyl about two hours prior. Police said it was Herold’s second DUI in a 10-year period.

Jan. 7 — Mark Anthony Vinston, 64, of Butler, was charged with misdemeanor DUI related to a Nov. 29 traffic stop along Route 422 in Summit Township. Police said Vinston had signs of impairment during field sobriety tests. Police said a blood test showed cocaine and marijuana in his system.

Jan. 7 — Jerod A. Moore, 37, of Export, was charged with felony DUI and misdemeanor possession of a controlled substance and drug paraphernalia related to a July 31 crash at the intersection of Chicora and Oneida Valley roads in Summit Township. Police said Moore’s chemical blood test showed marijuana in his system.

Jan. 7 — Ralph A. Brown, 52, of Parker, was charged with misdemeanor drug possession and drug paraphernalia possession related to a Nov. 29 traffic stop on Kittanning Pike in Parker Township. Police said they later searched his vehicle and found fentanyl, cocaine and drug paraphernalia. Police said Brown had an active warrant for felony drug sales.

Jan. 7 — Luke W. Ruffo, 21, of Hermitage, was charged with misdemeanor DUI related to a Nov. 2 crash in Slippery Rock Township. Police said Ruffo showed signs of impairment during field sobriety tests. Police said breath tests showed a blood alcohol concentration of 0.166%. The legal limit in Pennsylvania is 0.08%.

Jan. 7 — Jamal Abduol Finley, 46, of Youngstown, was charged with felony distribution of a controlled substance and misdemeanor possession of a controlled substance and drug paraphernalia related to a Nov. 3 incident in Muddy Creek Township. Police said Finley sold two small Ziploc bags of crack cocaine to an individual in a Pilot gas station restroom.

Jan. 8 — Jerod John Hutchison, 30, of Chicora, was charged with misdemeanor possession of a controlled substance and drug paraphernalia related to a Dec. 17 traffic stop in Butler. Police said they found three glassine bags containing suspected fentanyl when searching Hutchison’s wallet inside the vehicle.

Cranberry Twp

Jan. 7 — Stephanie Nicole States, 35, of Pittsburgh, was charged with felony retail theft relating to a Dec. 23 incident at Walmart. Police said States attempted to conceal 11 toys valued at $133.07. Police said States has three prior retail theft convictions.

Jan. 7 — Jason Townsend Forney, 38, of Brackenridge, was charged with misdemeanor retail theft and false identification to a police officer related to a Jan. 4 incident in Cranberry Township. Police said Forney removed an Otter Box Pro cellphone case valued at $54 from its packaging and concealed it through the exit before being stopped by Walmart asset protection.

Harrisville

Jan. 7 — Tucker James Preston, 30, of East Brady, was charged with felony falsifying a written statement when purchasing a gun and misdemeanor statement under penalty related to a Nov. 18 incident. Police said Preston answered falsely on a firearm application and has prior convictions that prohibit him from owning a firearm.

Northern Regional, Allegheny

Jan. 7 — Luke Michael Morrissey, 24, of Mars, was charged with misdemeanor DUI related to a Sept. 21 traffic stop in Cranberry Township. Police said Morrissey smelled of alcohol and showed some signs of impairment during field sobriety tests. Police said Morrissey had a blood alcohol content of 0.129%. The legal limit in Pennsylvania is 0.08%.

Jan. 7 — Mark H. Prentice, 54, of Mars, was charged with misdemeanor DUI related to a July 5 traffic stop in Cranberry Township. Police said Prentice showed several signs of impairment during field sobriety tests and had a blood alcohol content of 0.196%. The legal limit in Pennsylvania is 0.08%.
