HARRISBURG — A proposal designed to limit stalking and harassment during labor disputes is on its way to the desk of Gov. Tom Wolf.

The House voted 107-91 on Tuesday in favor of the bill, which eliminates exceptions in current law that permit those acts during organized labor disputes. Instead, the bill says the harassment and stalking laws don't apply to “constitutionally protected activity.”

An exception in current law for making threats to use weapons of mass destruction would be eliminated entirely.

The Republican sponsor says peaceful labor activity won't be affected.

CANONSBURG — Teachers in the Peters Township School District are planning to be on strike for 21 days until Nov. 25.Negotiations between the district and the union representing its teachers broke down Tuesday night. Talks began at 4 p.m. and ended at around 11:30 p.m.The teachers' contract expired Aug. 31 and they voted on Sept. 16 to authorize an Oct. 28 strike if a contract could not be reached. The strike was set to begin this morning.The sides remain split over issues including salaries, class size and the length of work days.

PITTSBURGH — Authorities have released the names of a man in a wheelchair and a woman who died in an accident involving a transit bus they had just exited at the edge of the University of Pittsburgh campus.The Allegheny County medical examiner's office said Henry Walker, 73, and Carol Williamson, 68, a married couple from Wilkinsburg, were killed in Monday afternoon's accident near the Peterson Events Center.Spokesman Adam Brandolph of the Port Authority of Allegheny County said the man got off the bus and was crossing the street in his wheelchair when he was hit by another vehicle and knocked under the rear wheels of the bus as it pulled away. He said the woman was run over while trying to help him.
