HARRISBURG — A new study says the great majority of Pennsylvania's school districts are not spending enough on special education to meet those students' basic needs.

The study commissioned by advocacy groups says special education funding in 391 of the state's 501 districts isn't reaching a basic adequacy level.

The study says it would take an additional $380 million a year to reach that basic level. Shortages most often occur in staffing, technology, and student support and services.

The Education Law Center, which helped fund the study, says the state needs to do a better job of funding special education. The study says it typically costs more than twice as much to provide a basic, quality education for a special-education student.

INDIANA — A coroner is investigating the death of a student at Indiana (Pa.) University, but campus police say they don't expect foul play.Campus police say they found the student dead in Shafer Hall about 6:15 p.m. Tuesday when they were asked to check on his welfare. The student's friends told police he had been sick and they last saw him Monday.University spokeswoman Michelle Fryling identified the student as 18-year-old Douglas James Haney of Bellefonte. He was a first-semester student studying political science.An autopsy is planned today.Shafer Hall is an eight-story dormitory that houses men and women and is scheduled to be torn down in May to make room for new student housing.

ERIE — Two boys, ages 9 and 11, were rescued after they became stranded off the Lake Erie shoreline while walking on the melting ice. Police in Millcreek Township, near Erie, aren't releasing the boys' names because of their ages.Police say the boys were walking on the ice about a mile from shore when they became stranded as the ice around them melted and cracked as temperatures rose Tuesday afternoon.Rescue crews were able to get to the boys in a fan boat just before 6 p.m. The boys were brought to shore, treated by paramedics and have been released to their parents.
