Officers later identified the items as a Mason jar filled with packaged marijuana, a marijuana pipe and a prescription bottle containing 14 pills. Those pills were later identified as narcotics, according to court documents.
Police noted that Brittner did not have a prescription for the pills. He is charged with possession with intent to deliver a controlled substance, possession of drug paraphernalia, tampering with evidence and littering.

Wednesday — Police charged Melissa Ann Fortini, 37, of Center Township with felony theft after she failed to return a 2007 Mini Cooper convertible that she borrowed from her boyfriend.
Owner Jaimie C. Smith allowed Fortini to drive the car to her mother's house in Venango County on June 26 after the couple got into an argument, according to court documents.
But Fortini did not take the car to her mother's home. Instead, she left the state.
Smith of Center Township told police that he learned of Fortini's suspected excursion after checking the vehicle's E-ZPass transponder, which showed a number of toll charges to his account between June 26 and 29. The last toll charge indicated the car had reached Illinois.
Additionally, Fortini in telephone calls and text messages told Smith that she “is not returning the vehicle and has found someone new,” documents said.
Police, after several unsuccessful attempts to contact Fortini, on July 1 listed Smith's Mini Cooper as stolen.
Fortini is charged with felony counts of theft and receiving stolen property, a misdemeanor charge of unauthorized use of a vehicle and a summary charge of disorderly conduct.
