Center Township man charged with possessing child pornography

A Center Township man is accused of possessing a significant amount of child pornography, according to charges filed Thursday, Sept. 7, by the Office of the Attorney General.

Daniel A. Kelvington, 30, of Butler, is charged with 20 counts of felony child pornography and one felony count of criminal use of a communication facility after an investigation that began in July.

Kelvington was arrested Thursday and placed in Butler County Prison in lieu of $10,000 bail.

According to court documents, several tips were provided to the National Center for Missing and Exploited children about images of suspected child pornography connected to Kelvington’s cellphone number.

Investigators connected that phone number and an email address to Kelvington through his previous cellphone provider, Verizon Wireless, according to documents.

The original tips came from Synchronoss Technologies, the cloud-based storage provider for the content stored on the Verizon Cloud, documents showed.

Upon further investigation, agents said that between those tips, hundreds of image and video uploads connected to Kelvington’s phone number were suspected to be child pornography. The lead investigator wrote that those images were reviewed, and the majority appeared to be pornographic.

In total, 25 of those images were described in criminal documents by agents.

The images and videos depicted multiple children under the age of 18, some suspected between the ages of 1 and 3, performing sexual acts or posing inappropriately.

Documents showed that investigators were able to access Kelvington’s cloud storage content on Aug. 3, and discovered more files of suspected child pornography. All children depicted in the material appeared to be under the age of 13, agents said.

The cloud storage account was confirmed to belong to Kelvington through various saved photos and identification material.

Surveillance was conducted at Kelvington’s home in Center Township to confirm his identity, and a search warrant on his home and personal devices was served Sept. 7, according to documents.

Kelvington’s preliminary hearing before District Judge Lewis Stoughton is scheduled Sept. 19.
