Butler City Council on Thursday adopted a $9.158 million budget that doesn't raise taxes but increases monthly parking permit fees by $5.

Council unanimously voted in favor of adopting the budget, tax and salary ordinances and a resolution revising the administrative fee schedule, which includes parking permits.

The budget, which is slightly higher than this year's $9.153 million budget, will be supported by a $1 million tax revenue anticipation loan.

Council accepted a proposal from PNC Bank to borrow the money at an annual interest rate of 3.13 percent.

The budget includes a $9.158 million general fund, $1.78 million capital projects fund, $954,500 parking fund and a $567,442 Liquid Fuels fund.

The tax ordinance maintains the current real estate tax rate of 43.25 mills. It allocates revenue from 30 mills for general purposes, 8.25 mills for debt service, 2.5 mills for street lighting, 2 mills for recreation and 0.50 mills for the Butler Public Library.

The current $5 resident tax, $100 business license fee and $52 local service tax are also included in the tax ordinance.

Salaries for nonunion employees in the salary ordinance include $90,067 for the police chief, $80,600 for the fire chief, $66,768 for the zoning officer, $59,209 for the city clerk, $40,361 for the solicitor, $39,848 for the code enforcement officer and administrative assistant, $31,583 for the parking manager, $11,782 for the health officer and $5,427 for the plumbing inspector.

In other business, council changed its meeting schedule for next year.

Council will continue to meet twice a month, but there will be more time between meetings and council members will vote at both.

Most of the first meetings fall on the second Tuesday of each month and half of the second meetings fall on the last Thursday. All meetings start at 7 p.m.

Council has been holding agenda-setting forum meetings on the third Tuesday and the voting meetings on the third Thursday.

Mayor Ben Smith said if an issue requiring council action comes up after the current voting meeting, council has to wait until the following month's meeting to address the issue.

Council voted to hire two part-time firefighters from the 2018 civil service examinations list of three candidates. The two hires haven't been named, but will be notified and start working without further action from council.

The two new hires will raise the number of part-time firefighters to four, said Councilman Corey Roche. There are 16 full-time firefighters and the chief.

Council also heard a report from John Pro of the Butler Old Stone House Region of the Antique Automobile Club of America about the events where the club took the city's 1941 Bantam Jeep and 1909 Huselton, which were built in Butler.

The club took the vehicles to 15 parades, car shows and other events.

The Huselton needs a new set of tires that will cost $1,500 to $2,000, Pro said. The club covers the maintenance and insurance costs for the vehicles, but told council that the club would appreciate any contribution from the city.
