9:45 a.m. Thursday — Makensie S. Kellett, 18, of Grove City was caught allegedly spinning tires in the parking lot at the Hunter Farm Park soccer fields, causing gravel to hit bystanders and vehicles. Kellett is charged with disorderly conduct.Aug. 8 — Police charged Phillip D. Miller, 21, of Erie with using a stolen bank debit card twice Dec. 2, racking up $100 in transactions at a convenience store. The debit card was stolen earlier in the day from an unlocked car in the 100 block of Chestnut Street.Miller is charged with two counts each of access device fraud, forgery and identity theft. Additionally, he is charged with receiving stolen property.

Thursday — Police filed drugged driving and other charges against Matthew G. Hibbard, 18, of Butler in connection with a crash about 1:40 a.m. July 27 when his car went over an embankment on Spring Run Road in Center Township.Hibbard is charged with driving under the influence of a controlled substance, possession of a small amount of marijuana and drug paraphernalia, driving at an unsafe speed and careless driving.

Thursday — Donald V. Delo, 24, of Emlenton was arrested on charges he sexually assaulted a 14-year-old girl at a home in Richland Township, Venango County. The alleged assaults occurred June 13 and Aug. 9.Delo was arraigned on charges of involuntary deviate sexual intercourse, statutory sexual assault and corruption of minors, and placed in the Venango County Jail on $50,000 bail.

10:30 p.m. Sunday — Corey J. Kradel, 35, of New Castle was arrested on charges he repeatedly punched a woman and threw a Mason jar at her during an altercation at a home in the 100 block of Cranberry Road, Pine Township. The jar struck the woman in the leg.Kradel was arraigned on charges of simple assault and harassment. He is free on $15,000 unsecured bail.6 p.m. Aug. 6 — Samantha R. Welton, 27, of Grove City was arrested after allegedly punching and biting a 20-year-old man at a parking lot in the 1500 block of West Main Street, Pine Township. Welton, who is charged with simple assault and harassment, is free on $10,000 unsecured bail.Aug. 5 — Police charged Andrew J. Shoop, 27, of Grove City with drunken driving stemming from a 7:52 p.m. April 30 crash in the 200 block of Cranberry Road, Pine Township, where his minivan hit a house. In addition to driving under the influence, Shoop is charged with driving at an unsafe speed and disregarding traffic lanes.

4:09 a.m. July 16 — Natasha L. Rogers, 22, of Ellwood City was arrested after her car struck a tree and utility pole before rolling onto its roof on Portersville Road just past Grandview Road in Perry Township. Rogers was treated at Ellwood City Hospital for minor injuries.
