SEVEN FIELDS — Members of the public wishing to address borough council must adhere to a new set of rules approved this week.

During a council meeting Monday, members Jennifer Sikora, Kim Regan-Koch and Kevin Caridad voted to approve a public participation policy for meetings.

The resolution indicates anyone attending a meeting must sign in upon arrival. Those wishing to speak during the public comment period of the meeting must be borough residents, with council given discretion to allow others to speak.

Each speaker is limited to three minutes, with the total public comment period set for 30 minutes. The resolution gives the council president authority to rule out “scandalous, impertinent, and redundant comment or any comment or conduct having the effect of disrupting or preventing the conduct of the business of the meeting.”

Anyone wishing to be placed on the agenda before addressing council must submit a request by email or phone to the borough at least three days in advance, the resolution states.

Also Monday, council voted to run a legal ad to address parking restrictions in the borough. Manager Tom Smith said a number of streets are not wide enough for parking, and signs are posted notifying drivers that parking is either restricted or prohibited.

Smith said the measure aims to make all signs consistent, particularly with winter, when snow plows and other vehicles need to safely navigate those areas.

He added that in the event a person is performing work on their driveway or has another reason they would need to park on the street for a limited time, the borough will work with them to find a solution.
