BUTLER TWP — A four-time felony shoplifter is again charged with the same crime.

This time, Butler Township police said, Richard A. Stepp Jr., 39, of Butler is accused of taking a razor earlier this month.

His past thefts, according to court records, include bottles of shoe cleaner, kitchen utensils, vacuum cleaners, clothing and an apple.

In the latest case, police said Stepp allegedly swiped an electric razor, valued at $63.57, around 10:30 p.m. Jan. 12 at the Walmart at the Butler Commons shopping plaza.

Surveillance video, according to a police report, showed the defendant take the merchandise from the shelf, remove it from its packaging and place it inside his clothing.

He purchased other items, police said, before leaving the store without paying for the razor.

Stepp is charged with a felony count of retail theft.

While normally a summary or misdemeanor offense, retail theft is upgraded to a third-degree felony regardless of the stolen property's value when a defendant has at least two prior convictions for the same crime.

Records showed Stepp was sentenced to one to two years in prison after pleading guilty in a 2013 felony shoplifting case.

In 2011, he received a combined 1½-to-3-year sentence in connection with three separate felony retail theft convictions.

Under Pennsylvania law, Stepp faces a maximum penalty of seven years in prison and a $15,000 fine, if convicted of the most recent felony charge.
