A-C Valley passes budget with state tax adjustment, wraps campus projects

Butler County rate rises

Allegheny-Clarion Valley School District’s board finalized and approved on Tuesday, June 23, a total budget of $20.12 million. Spending is roughly the same as last year as the district looks to complete several projects.

Because of a reassessment done by the state equalization board, the millage rates will be altered for the district, which is made up by parts of four counties. Among other things, the state tax equalization board is tasked with ensuring local tax funding across multicounty school districts is levied equitably between counties.

Butler County residents will see their rate set at 106.09 mills, an increase of 8.33 mills from the 97.76 levied last year.

Armstrong County residents will see their rate stay at 35.77 mills. Clarion County residents will see a rate of 4.63 mills, compared to last year’s 54.46 mills. Venango County residents will see 17.49 mills, compared to 17.51 last year.

Last year, Clarion County completed a property reassessment for the first time in 50 years. As a result, millage rates in Clarion County dropped significantly as properties in the county are now taxed at 100% of assessed value as of the start of 2026.

A mill is equal to a $1 tax for every $1,000 of a property’s assessed value.

Since the end of the 2024-25 school year, A-C Valley has made efforts to invest in and fix aging structures. The board approved refinancing a previous loan in May 2025 to help fund roughly $4 million in upgrades.

The district is currently completing upgrades to its football field. The field dates back to 1965 and has never been renovated. The field has not hosted a varsity football game since 2021, with the Union/A-C Valley co-op team playing their games at Union.

The track at the football field is also close to being entirely resurfaced.

Superintendent David McDeavitt said the inside of the high school’s auditorium is close to being done. Planned upgrades included new seats, entirely replacing the stage, a new curtain system, electrical and technology work, floor tiling and a new lighting system.

“The upgrades we’re making look great. We’ve put a lot of effort into these,” McDeavitt said.
