Police say gunman from Friday shooting in Butler was shot, killed by police Sunday

A 17-year-old boy was shot Friday night, Nov. 28, by a man who was killed by police Sunday on Interstate 279 in Allegheny County, Butler city police said Monday afternoon.

Police said the boy was shot in the shoulder around 10:15 p.m. near the intersection of Ridge Avenue and West New Castle Street. Police located the teen on the 100 block of Whitmire Avenue.

Police said the shooter, later identified as Devin Russell, 20, of Butler, fled the area and died after being shot by police following a pursuit Sunday.

Russell fled Butler County in a white SUV and traveled to Allegheny County on Interstate 279, leading to a police chase, according to Trooper Rocco Gagliardi, public information officer for Troop B.

Gagliardi said the driver lost control of the SUV near mile marker nine, and it went off the road, flipped twice and landed on its wheels.

He said it then came over the radio that shots had been fired, but he clarified Monday that there were no shots fired at police from the white SUV.

Gagliardi said the SUV contained four people, one of whom was Russell.

The 17-year-old boy shot in Butler was taken to Butler Memorial Hospital then flown to UPMC Presbyterian Hospital. Police said he was in stable but serious condition as of noon Monday.

The bullet from the shooting was found in a nearby residence, police said, adding that the victim and his family are cooperating with the investigation.

Trooper Bertha Cazy, Troop D public information officer, said state police assisted in forensic processing of the scene, but are not investigating the incident in Butler. Butler Township police, Butler Ambulance and Butler Bureau of Fire also assisted at the scene.

City police were contacted early Saturday to confirm the shooting. The confirmation and further information from city police came after noon on Monday.

Gagliardi said state police are investigating the shooting on I-279 because it occurred on an interstate highway, but no state police personnel were involved in the incident.

He said county-level authorities usually investigate police shootings, but Allegheny County police do not have jurisdiction on the interstate highway.

“The Pennsylvania State Police is investigating this incident and will present its findings to the Allegheny County District Attorney,” he said. “There is no threat to the public, and the incident is contained. Additional information will be released as it becomes available.”
