Legislative roundup: Read about the bills introduced by state Reps. Bernstine, Bonner, Mustello and Scialabba amid the state budget impasse
Despite stalled budget negotiations, members of the state General Assembly haven’t been idle over recent months. Here is a look at some of the legislation introduced by those representing Butler County’s state representatives since June:
Bernstine has two bills with co-sponsorship memorandums circulating that have not yet been introduced, including:
• for a bill that would prohibit sex offenders from obtaining legal parentage through a surrogacy agreement and require background checks and child abuse clearances for all intended parents prior to issuance of a pre-birth parentage order.
• for a bill that would remove the right of professional employees of a school district to appeal dismissal to the state secretary of education.
Bernstine also sponsored a resolution extending condolences to the family of Charlie Kirk after his death.
Bonner is a primary co-sponsor, in conjunction with state Rep. Tim Briggs, D-144th, of one bill that has not been introduced but has a co-sponsorship memorandum circulating since June. It would allow non-probate transfer of real estate to beneficiaries upon the owner’s death, as is done with proceeds from life insurance policies and pension plans.
Mustello is primary sponsor of one bill since June:
• HB1895 would create an agriculture Innovation Board to oversee the recently created Agriculture Innovation Grant program.
Additionally, Mustello is a primary co-sponsor, in conjunction with state Rep. Paul Friel, D-26th, of a bill that currently has a cosponsorship memorandums circulating but has not yet been introduced. It would utilize 3% of internet slot machine revenue to stabilize the state Race Horse Development Trust Fund.
Scialabba has not introduced any new bills or circulated co-sponsorship memorandums for any since the end of June.
