Legislative Roundup

The 2025 legislative session in the Pennsylvania General Assembly is well underway. As of the third week of April, here is a look at some of the legislation introduced by those representing Butler County:

Sen. Scott Hutchinson, R-21st

So far this session, Hutchinson has been the primary sponsor of four bills and one of multiple primary sponsors of one more. Legislation introduced by Hutchinson includes:

• SB359 would require PennDOT to maintain subsurface drainage facilities in boroughs and incorporated towns of less than 2,500 people.

• SB337 would allow aftermarket brake strips to be installed on privately owned vehicles.

• SB308 would expand the professions eligible for tuition reimbursement for military service through the Medical Officer Incentive Program to include dentists, veterinarians, chaplains, lawyers and others; and change the name of the law to the Specialty Branch Officer Incentive Program.

In conjunction with other state senators:

• SB408 would demand immediate action from the state Department of General Services to dispose of closed state centers.

An additional piece of legislation yet to be introduced but circulating in search of cosponsors:

• would modernize insurance licensure in the state.

Sen. Elder Vogel, R-47th

So far this session, Vogel has been the primary sponsor of one bill and one of multiple primary sponsors of three more. Legislation introduced by Vogel includes:

• SB411 would create a state stroke registry of data from national organizations with stroke care programs.

In conjunction with other state senators:

• SB 579 would require licensure of professional musical therapists under State Board of Social Workers, Marriage and Family Therapists and Professional Counselors.

• SB517 would make reforms to hunting on farm properties. The bill would allow farmers to send game to an independent processor following harvesting for the purposes of crop damage mitigation. It also would create a system by which licensed hunters can connect with farmers seeking individuals to hunt their land. It would also increase fines for trespassing on private land to hunt.

• SB133 would provide property tax relief for disabled veterans.

An additional piece of legislation yet to be introduced but circulating in search of cosponsors:

• would allow the state Milk Marketing Board to collect and distribute the over-order premium on milk.
