Albert Bender and Carl Arter started a country club in 1970 dedicated to the concept of interracial social integration, designed with prices that could fit a wider budget range.
The Cosmopolitan Country Club was built on 200 acres in Penn Township, and featured a golf course, a pro shop and a “19th Hole,” where performers and entertainers could be booked.
Arter, a musician, had connections in the musical world to bring touring acts to the Butler area; and Bender, a golfer, helped develop the course at the country club.
