More than 30 workers between the ages of 18 and 25 constructed the Spring Valley Playground in Clinton Township in 2008, after being organized by the township, county and state.

Bill Bennett, regional crew leader for the Pennsylvania Conservation Corps, said the constructed was suited for the agency, which undertakes conservation, historical preservation and recreation projects. He also said some of the young workers are disadvantaged, earning money for college or living expenses, while others are looking for a second chance after a brush with the law.

Most of the funding for the previously completed grading and stormwater management work came from a $100,000 state grant and a $100,000 match from the township. The county awarded more than $5,000 to help pay for a nearly $7,000 6-foot high chain link fence to border the playground. Previously, the county contributed $10,500 for the playground equipment.
