Cranberry: Tentative approval considered for 180-unit development

CRANBERRY TWP — The board of supervisors held a public hearing Thursday, May 25, regarding tentative plans for a 180-unit residential development along Brandt Drive.

According Tim Gigliotti, of developer Radnor Property Group, the project is the second phase of the Felson Apartments development.

“This is a project that we really like, because we’ve gotten to live and work in Cranberry over the last few years,” Gigliotti said. “It’s become a community that we’re really excited about, and we’re excited to see phase one begin to come to fruition.”

Gigliotti said the first phase is open and leasing, and the second phase considered at the hearing plans will add three buildings with 180 apartment units on a neighboring 5.5-acre lot.

Ginny Loaney, land development group manager at HRG, said the development would include 1.5 parking spaces per unit and garage parking beneath the buildings.

“In the center, similar to the first phase, we’re providing amenities for residents with a clubhouse,” Loaney said. “So it has an office, mail, bathrooms and a fitness center, as well as access for the pool on the exterior.”

In keeping with Cranberry ordinances, Loaney said the development would provide amenities along Brandt Drive including a recreational sidewalk and pocket park.

“And then internally, for the requirements, there’s additional amenities that we’re looking at for a ‘parklet’ to provide more seating, increased landscape space for our kind of respite area, as well as more of an activity zone outside the pool for lawn games and for the members of the community to gather,” Loaney said.

Ron Henshaw, township director of planning and development services, also advised the board that the developer is nearing completion on Brandt Drive’s roadway and has agreed to a $500,000 cash contribution for traffic mitigation.

“And that is going to be put towards probably multiple township projects on each end of Brandt Drive,” Henshaw said. “We’re going to work those details out when this comes through for final (planned residential development approval).”

Tentative approval for the project will be considered at the board’s June 1 meeting.

Other business

Additionally, the Crescent development off Cool Springs Drive will be seeking revised final land development approval for phase 1B at the June 1 meeting.

According to Laura Curran, of Charter Homes & Neighborhoods, the revisions include reorientation of the buildings and streets for traffic flow and safety.

“So there’s eight buildings in total, 288 units — so each building includes 36 units of one- and two-bedroom apartments,” Curran said.

The development also will include a clubhouse, pool and community area, she said.

June’s meeting could also see two bid authorizations for major township projects.

The MS4 Glen Eden Watershed Stream Restoration — the mandated restoration of approximately 7,000 feet of stream in the township — has an estimated base bid of around $800,000 with alternates around $1.4 million, according to waterworks coordinator Tim Schutzman.

“But, fortunately, we were able to get a county Municipal Infrastructure Grant for $664,000 for this project,” Schutzman said.

The second “big” project potentially out for bid is the comprehensive municipal center building restoration project, said supervisor vice chairman Bruce Hezlep.

“It’s starting to show signs of age and as our population’s grown, I think the demands on the use of this building have,” Hezlep said.

Township manager Dan Santoro also reminded the board that the township had received a Redevelopment Assistance Capital Program grant for this project.

“We did receive a $1.25 million state RACP grant to support this project,” Santoro said. “Again, we’ll see where the bids come in — estimated somewhere in the $8 million range at this point — but we’ll see and we’ll go from there.”
