2 charged with drug sales following city traffic stop

Two men from Ohio were charged with felonies after police said they were found in possession of several kinds of drugs at a traffic stop Wednesday, Jan. 25.

Andrew M. Stigall, 26, is facing several felony charges including drug sales and criminal conspiracy and misdemeanors use and possession of drugs and paraphernalia and false identification to an officer.

In the same incident, Aubrey A. Foose, 27, is facing six counts of felony drug sales, and four misdemeanors including use and possession of drugs and paraphernalia.

Both are from Youngstown.

Police said the men and two others were interviewed during a traffic stop conducted in Butler City on Jan. 25. Stigall falsely identified himself, according to the affidavit, and it was discovered that Foose had a warrant for his arrest in Ohio.

According to police, the vehicle smelled of marijuana, which Foose admitted to smoking before entering the vehicle. A digital scale was also observed in the vehicle by officers during the stop.

An interview with another passenger revealed that Stigall had handed something to Foose when police pulled the vehicle over and told him to run.

A warrant was obtained for the vehicle, and police said six lottery tickets containing suspected heroin, two digital scales, $230 in cash, two cell phones and other drug paraphernalia were recovered.

In the patrol vehicle used to transport Foose from the traffic stop, police found 50 grams of crack cocaine, 18 grams of crystal meth and seven grams of purple fentanyl.

According to documents, interviews were later conducted with all four occupants of the vehicle that was stopped. Stigall refused comment, but Foose and two witnesses reported Stigall handing Foose the bags of drugs before telling him to run.

Foose told officers he put the bags in his waistband and stuffed it under the seat of the patrol car when he was transported.

Stigall was placed in Butler County Prison in lieu of $100,000 bail. Foose is also incarcerated in lieu of $75,000 bail.

As of Friday, preliminary hearings for Stigall and Foose were not yet scheduled.
