Pair held for court in robbery, other cases
CHICORA — A couple was held for court Tuesday on charges alleging they stole a shotgun from an acquaintance’s home in Washington Township in December and on charges they faced individually in other cases.
Charges against Ryan A. Williams, 43, of Harrisville, and Tiffany Lee Lowers, 34, of Slippery Rock, were held for court during four preliminary hearings before District Judge Lewis Stoughton. One case against Lowers was continued. State police filed the charges in all of the cases.
In the case involving the shotgun, Williams was held on charges of burglary, theft by unlawful taking, terroristic threats, simple assault and two counts of robbery. Lowers was held on charges of burglary, theft by unlawful taking and two counts of robbery.
In that case, Frank Severino, of Hilliards, testified that the couple entered his home through a back door at 5 a.m. on Dec. 3 while he was asleep. He said he knows both defendants, and that Lowers had been a guest in his home numerous times. He described Williams as a friend.
He said the couple was looking for the title to a truck that Lowers owned, but didn’t find it. Severino said he never had the title. He said Williams looked around the house, and Lowers looked at his phone.
Williams found a 12-gauge shotgun and a knife, and threatened to cut Severino’s fingers off unless he produced the title, Severino testified. He said the couple tried to tie him up using bed sheets, but ultimately did not. In addition to the gun and the knife, the couple took a book and some papers, he said.
He said he never told them to leave and didn’t report the incident to police for a couple of weeks.
“I’m not a police caller,” he said.
In one of the additional cases against Williams, he was held on charges of aggravated assault, intimidation of a witness or victim, recklessly endangering another person, simple assault and summary charges of harassment and disorderly conduct that police filed following a Dec. 18 incident in Concord Township.
Kristen Rugg testified that she allowed Severino to stay that night at her home on Oneida Valley Road because Severino was afraid of Williams and Lowers. She said Severino asked if he could stay there, and she agreed. At 3 a.m., she said she heard a vehicle, looked out a window and saw a car parked in a driveway belonging to a deceased neighbor.
She said she then saw two men, including Williams, carrying long guns and walking on her driveway. She said she called police and heard a gunshot. She said she couldn’t identify the second man.
Trooper Josh Sheppeck testified that he discovered footprints in the snow outside Rugg’s home and found a spent shotgun shell on the road in front of the house. The house was not damaged. He said Williams had a shotgun when he was arrested some time later.
In a separate case against Williams, he was held for court on a charge of receiving stolen property that police filed following a Dec. 14 incident.
Melissa DeMatteis, a business co-owner, testified that Williams had a company-owned van without permission. She said she reported the van missing to police on Dec. 14.
She said the keys to the van had been left in the vehicle at the business in Boyers.
According to a police report, she said she learned that Williams claimed the business owed him money as payment for work he had done. She said Williams had been paid for that work.
“I made sure he was paid.” she testified.
That same day, Trooper Martin Mihelic said police received an anonymous tip that the van and Williams were at a home on Boyers Road in Marion Township.
He said Williams and the van were found at the home, and the license plate was missing from the van, he said.
Mihelic said Williams told him that he was owned money, and he was keeping the van until he was paid by the business.
In the case against Lowers, she was held for court on a charge of hindering apprehension that stemmed from the Dec. 14 incident.
Mihelic said troopers surrounded the home where the van was found, and Lowers emerged and repeatedly told troopers that Williams had been there, but left about 20 minutes earlier.
Mihelic said Williams, who was wanted on two warrants, was found in the living room of the house.
Williams is being held in the county prison in lieu of a combined bail of $600,000 from all the cases, and Lowers is being held in lieu of $65,000 bail. The charges held against them will be forwarded to common pleas court.
