Police Reports

The following items were collected from various police departments and district courts:

Butler County Detectives

Aug. 5 — Brandy L. Lane, 34, of Parker, was charged with two misdemeanors for use and possession of drug paraphernalia after probation officers said they allegedly found 12 stamp bags of heroin, 12 hypodermic needles and other drug paraphernalia in her residence July 28.

Cranberry Township

Aug. 3 — Oleg V. Nikora, 40, of Mars, was charged with a felony for eluding an officer and several traffic citations after police said he failed to comply with a traffic stop June 11 on Route 228 and Highpointe Drive.

Aug. 3 — Richard S. Campbell, 38, of Carnegie, Allegheny County was charged with misdemeanors simple assault and disorderly conduct and a summary charge of harassment after police said he pushed, punched and fought someone July 9 in the North Park Lounge Bamboo Bar & Beach.

Aug. 3 — Larry L. Peffer, 50, of Cranberry Township, was charged with misdemeanor vehicle property damage after police said his car rear-ended a vehicle and he fled the scene July 26 on Freedom Road at the entrance to the Cranberry Mall.

Middlesex Township

Aug. 4 — William H. Barbary, 43, of Butler, was charged with a misdemeanor for driving under the influence and several traffic citations after police said they stopped him Aug. 4 on Pittsburgh Road near Benton Boulevard. Police said Barbary tried to flee police and hide under his vehicle as well as demonstrating signs of impairment.

Aug. 4 — Patrick J. McMahon, 71, of Butler, was charged with two misdemeanor DUIs after police said he crashed his vehicle July 27 on Pittsburgh Road. Police said open containers of alcohol were found in the vehicle. Field sobriety tests showed he was impaired, and a later blood test showed McMahon’s blood-alcohol level at .130%. In Pennsylvania, the legal limit is .08%.

Aug. 3 — Tyler J. Sullivan, 24, of Valencia, was charged with misdemeanor disorderly conduct and several traffic citations after police said he failed to comply with a traffic stop and fled police on foot July 10 on Denny Road.

Aug. 3 — Scott A. Biss, 54, of Vandergrift, was charged with two misdemeanors for writing bad checks after police said he wrote checks to Kramer Konstruction on June 23 and 24 for a total of $1,737 that were not able to be cashed.

Aug. 3 — Brian A. Celender, 37, of Butler, was charged with two misdemeanors for writing bad checks after police said he wrote checks to Steadfast Construction on June 7 for a total of $1,619 that were not able to be cashed.

Aug. 3 — Ashley N. Kwasniewski, 31, of Allison Park, was charged with a misdemeanor DUI after police said they stopped her July 29 on Pittsburgh Road near Benton Boulevard. Police said field sobriety tests showed signs of impairment, and a later blood test showed Kwasniewski’s blood-alcohol level at .101%. In Pennsylvania, the legal limit is .08%.

State police, Butler

Aug. 2 — James H. Matson, 67, of Butler, was charged with two misdemeanor DUIs after police said they stopped him July 30 on Route 8 in Center Township. Police said field sobriety tests showed he was impaired, and a later breath test showed Matson’s blood-alcohol level at .106%. In Pennsylvania, the legal limit is .08%.

State police, New Castle

Aug. 9 — Richard C. Sager, 57, of Slippery Rock, was transported for injuries after police said his motorcycle was rear-ended by a 17-year-old male driving a Toyota Prius on Aug. 3 on Harlansburg Road in Lawrence County.

Aug. 4 — David W. Rice, 53, of Butler, was charged with two counts of misdemeanor theft after police said he took scrap metal from a private property in September 2021 without paying for it. Police said the items stolen were worth $460.
