Day care up for discussion in Cranberry Twp.

CRANBERRY TWP — A proposed day care facility, which could house up to 200 students, drew attention during a public hearing Thursday.

Three township residents voiced their concerns about the proposed Creative World School, which would be a 14,552-square-foot day care on 3.1 acres at 9112 Marshall Road, pertaining to stormwater drainage, an outdoor play area and the property line.

According to Ryan Wotus, an attorney for the applicant, the day care would have a “maximum of 200” participants, with an expectation of 100 to 200 students in the facility.

John Herock posed a question to the township’s supervisors and to the applicant about whether the outdoor play areas would have a 6-foot-high fence surrounding them, to which the answer was yes.

Michael Macher, who said his driveway would be on the day care facility’s property, asked if the facility would impact his ability to access his property.

“It looks from that, that it will cut me off from almost all of the back property that I own, the rest of my acreage,” Macher said.

A civil engineer representing the applicant, Greg Gorman, said the site was designed to mitigate such a risk.

“Egress and ingress to his residence, via the current gravel lane and driveway, will not be impacted,” Gorman said. “In fact, the existing driveway actually occurs slightly outside of the recorded easement. However, we adjusted our plans such that we wouldn’t have to ask that that driveway be removed and slimmed down onto the easement.”

Macher also raised concerns about stormwater retention.

“That property line, those trees, are going to meet right up to my property, and that lane already collects a lot of water that runs down. We have drainage issues off Marshall Road, and I’m concerned about all those aspects of the drainage, especially on my property on that southern border,” Macher said. “Is there any way we can see some more detail about how it’s going to affect my property?”

Gorman said the site’s design means there will be less stormwater released into nearby properties.

“We now actually capture the vast majority of drainage from the site, detain it in a detention system ... and release it slowly — actually, at half the rate of the pre-development condition — into the public storm infrastructure system,” he said. “So, in this case, this development will actually result in a great reduction in both the volume and the rate of stormwater runoff to the southeast of this property.”

Timothy Bezilla, along with Herock, also raised concerns about the traffic impact the day care facility could have, particularly given the nearby Grace Community Church.

“I thought it would be important to note that this facility’s not intented to operate on Saturdays or Sundays, which I’m assuming is probably a large traffic impact from the church that’s located to the north,” Wotus said.
