Man charged with rape of child he was watching

Mark E. Olinger

A New Castle man is accused of raping an 8-year-old girl.

Butler city police on Friday filed five felony charges against Mark E. Olinger Jr., 32, all of which were sexual in nature, with the highest graded offenses being statutory sexual assault, rape and involuntary deviate sexual intercourse.

Following his arraignment Monday by District Judge William Fullerton, Olinger was placed in Butler County Prison on $100,000 bond.

According to charging documents, police were called July 9 to an apartment in Butler, where a mother claimed her child was sexually assaulted by Olinger.

“(The mother) was visibly upset and crying when officers made contact,” said the investigating detective.

The mother told officers she believed she caught Olinger in the act and he fled the scene. Police said Olinger later showed up at the police station on his own accord, asking if “police were looking for him or not.”

Police said Olinger, who had been watching the child, claimed he was disciplining her.

“He explained he smacked her 'bare (expletive)' because that is how he was raised,” detectives said. “While smacking (her backside), his pants fell down due to not having a draw string.”

Police said they later interviewed another child who witnessed the incident.

A preliminary hearing in the case is scheduled Oct. 4 before Fullerton.
