Man charged with fraud involving payroll checks

A Butler man has been charged for allegedly cutting himself some extra paychecks from his Penn Township employer's pocket.

Ryan Moore, 42, was arrested and charged March 29 with two felony charges of theft and fraud. After his arraignment, he was released on his own recognizance.

According to charging documents, Moore's employer called state police about a theft by an employee that had happened over multiple months and pay periods.

Police said the accuser told them he had notice discrepancies in his accounts, and when he looked into it, he found Moore had been writing himself extra paychecks that totaled around $5,356.

According to police, Moore went to the Butler barracks to speak with police about the allegations.

“Moore was very open and explained that he had worked for (the accuser) as a part-time employee since 2015 to 2016,” said the investigating officer in the affidavit.

Police said Moore explained how over time, his boss gave him more responsibility, promoting him to “office manager,” which gave him access to the business's finances.

He also told police that he had a history of substance abuse, and he relapsed after a family emergency in early 2020.

“Mr. Moore stated that he began to 'spiral' out of control which lead him to take advantage of his position at the (accuser's) business,” police said.

Moore also has a pending criminal case in the Butler County Court of Common Pleas, involving misdemeanor charges of possession of a controlled substance and possession of drug paraphernalia. A formal arraignment in the case has been scheduled for May 4 before Judge William Shaffer.

According to police, during the interview Moore admitted to issuing himself a total of eight extra paychecks from November to January.

Moore is schedule to appear for a preliminary hearing May 19 before District Judge Sue Haggerty.
