March 15 — Anthony J. Mastandrea, 28, of Pittsburgh, was charged with a first-offense DUI stemming from a March 13 traffic stop on Lilac Lane in Brady Township. According to charging documents, police stopped Mastandrea because his vehicle's registration was expired.Police said a field sobriety test indicated Mastandrea was impaired, and a later breath test indicated his blood-alcohol content to be 0.166%. In Pennsylvania, a level of 0.08% is considered intoxicated.March 16 — Thomas J. Vissari, 24, of Butler, was charged with a first-offense DUI stemming from a Nov. 28 traffic stop. According to court documents, Vissari was stopped for driving erratically.Police said Vissari became quiet and hesitant when they asked if he had been drinking. Police said they arrested Vissari after his field sobriety tests showed signs of impairment, and he later submitted to a breath test, which showed his blood-alcohol content was at 0.137%. In Pennsylvania, a level of 0.08% is considered intoxicated.
