Harlan Simons plan in Adams granted extension

ADAMS TWP — Adams Planning Commission granted a 10-month extension for the Harlan Simons industrial/residential plan Wednesday night.

But the approval came with an understanding that the plan will no longer be a standing item on the planning commission's monthly agenda.

The plan, which is proposed along Dobson Road, is currently extended through Feb. 23.

“This is a long-standing extension,” said Martin McKinney, planning commission chairman. “I don't want this thing to linger on.”

Allan Beechey, a project manager and engineer for Sheffler & Co., said he and developer Chris Kaclik have had a pre-construction meeting with DEP regarding the crossing of Breakneck Creek.

This access point had been discussed when the planning commission met in January. At that time, Beechey explained PennDOT and DEP needed to approve the creek crossing.

“Now we're forging ahead with designing ... a bridge,” Beechey said.

Once completed, those designs will be provided to the township.

McKinney voiced the planning commission's concern that approval for Harlan Simons has been extended for months as deadlines and milestones are met or revised.

In that time, McKinney said there have been changes to construction and zoning regulations. The plan is designed to current standards, according to the planning commission.

“We're willing to work with you, but you got to be willing to work with us,” McKinney said. “Making sure that you're staying up to date.”

McKinney noted while the commission doesn't want to deny the plan, members hope to see it make significant progress or get withdrawn.

“Under normal conditions, this should have been denied months ago,” McKinney said. “I'd like to get this off of dead-center.”

Kaclik said working with DEP for the Breakneck Creek access permit may take months.

Brett Schultz, vice chairman of the planning commission, suggested that while awaiting the permit, plan developers agree to any changes in township ordinances made from the initial submission over a year ago to the time it's actually submitted for land development approval.

The township has been working to develop several ordinances, including one for slopes.

An extension was granted for Dec. 31. The approval stipulates the plan will be subject to any ordinance or regulation changes made by the township.

Harlan Simons will be taken off future agendas until developers indicate it's ready to be submitted for land development approval.
