Pa. still counting mail-in ballots

As election officials across Pennsylvania continued counting ballots Thursday, Secretary of State Kathy Boockvar expected little impact from the mail-in ballots coming through Friday.

“We're still in good shape, but there's still some to count, so they are working incredibly hard,” said Boockvar in a news conference Thursday night. “They're going to be working into the evening.”

According to the dashboard on the department's website, 99% in-person votes have been reported.

As of Thursday night, the state has reported about 87%, 2,288,277, mail-in ballots with 326,348 remaining to be counted. The dashboard shows Butler County has 668 mail-in ballots that still need to be counted.

Boockvar said county election officials are carefully making sure every voter in the state is having their ballot counted. Currently, in-person, mail-in and absentee ballots are being counted.

Provisional ballots have yet to be counted as well as those cast by overseas voters and those in the military whose ballots will be accepted through Tuesday.

Boockvar refuted the idea of miscounting and double counting. She said not only are elections officials professionals, but the state's system won't allow it.

“Our voting systems and our database makes sure that no voter can cast more than one vote,” she said. “It literally has a hard stop should anybody even try.”

Final results are not certified until 20 days after the election, which would be Nov. 23. She said all counties have also been instructed to segregate their mail-in ballots, those that came in before 8 p.m. Tuesday and those coming after that point through 5 p.m. Friday.

In the primary, the number that came from the extra days was about 60,000, according to Boockvar.

“We saw 60,000 in the three days following the primary. It's not going to be anywhere near that,” she said. “I don't expect it to be a significant amount.”
